One of the things people love most about Morgan County is the small town feel.  This down home feeling is most obvious around the holidays in Morgan.  Here are the Halloween events going on all around us.
Trick-or-Treat Street
Everyone knows that Halloween in Morgan City means “Trick-or-Treat Street.”  This event that takes place on Oct. 31, from 4-6 p.m. is just as much fun to watch as it is to be a part of.  When you turn onto State Street or Commercial, it is like stepping back in time to a street full of children dressed up as their favorite haunt.

One of the reasons Morgan County is frequently named the healthiest county in Utah is because of the variety of exercise  options in the area.
While there are a welcome array of gym options in Morgan City, the loss of the Lone Tree fitness center left a void for many Mountain Green residents.  Locals expressed their desires for something to fill that void, and Mountain Green resident Jenn Whiting, along with her business partner Angie Siddoway, will soon be doing their best to make sure all those needs are met.

The Morgan City Council met this week to discuss capital improvement rankings, Tucker Farms rezone and Riverbend apartments.
When city or county governments would like to seek funding for projects through grants or loans, those projects must appear on their Capital Investment Plan. This plan goes before the Council of Governements (COG) and that body then assigns importance to each line item.  
The COG consists of both city and county councils as well as the school district.
Changes were made to the 2015 plan at the latest Morgan City Council meeting. The plan currently includes sewer improvements as the highest priorities.

The Utah Division of Wildlife Resources awarded Trout Unlimited a $17,000 grant for preliminary work on a Weber River design study in Morgan County from the diversion dam at Como Springs into Morgan City, including the stretch of the river near Riverside Park.
The study is slated to begin in October when water levels are lower to fund preliminary conceptual designs for river restoration and will likely involve survey work of the waterway.  
“The project is a cooperative one across the watershed that will benefit fish, wildlife, anglers, recreational water users and agricultural producers,” said Paul Burnett with Trout Unlimited, a nationwide nonprofit organization aiming to conserve and protect cold water habitat.

Root beer floats and flower leis were generously given out to celebrate a new small bowery dedicated at Riverside Park on Friday, June 20.   This was the first major appearance of the city’s new mayor, Ray Little, who took the position after Jim Egbert resigned.

There is demand for industrial park real estate in Morgan County, and the county should be looking into making it easier for new businesses to use such space, said Better City, the county’s economic development consultant.
The site most suitable for future industrial park development in Morgan County is on 125 acres near the recycling center, property currently owned by the Clarks and the Thackerays, said Ryan Hunter, Better City director of economic development.
Morgan City Mayor Ray Little wasn’t surprised at the location, saying it has been identified for years as a prime spot for industrial development.  “My intuition is it is a good spot,” Little said, noting that sewer trunks have already been brought to the land.

The last few months have brought many changes to the Morgan City Council.  The resignation of Mayor Jim Egbert resulted in bringing Morgan City their new mayor, Ray Little.  The domino effect of Little’s appointment to the mayoral seat was that his council seat was left vacant.

The Morgan County School District has formed a transportation committee to focus on student safety.  The committee meets every three months.  During their most recent meeting, the group discussed the installation of cross walk signs.  Morgan City and Morgan County are expected to pay for the signs, which may be installed in March.

While the Morgan County School Board seeks an option to congested city streets during school arrival and dismissal, Morgan City officials said they are still seeking financing options for a new bridge at the end of Young Street.  The bridge would span the Weber River, connecting Young Street to Commercial Street near the Morgan County Fairgrounds.

Morgan City voters cast their ballots Tuesday to retain all incumbents on the Morgan City Council. 
Jim Egbert ran unopposed for anther mayoral term, while councilman Mike Kendell ran unopposed for another two years on the city council.  Egbert received 337 votes and Kendell received 322.
Political newcomer Jaden Ingle, 19, unsuccessfully took on incumbents Ray W. Little and Shelly L. Betz.  Little, with 48 percent of the vote, and Betz, w ith 45.5 percent of the vote, will each serve another four years on the city council.  Ingle received 40 votes (5.9 percent) compared with Little’s 326 and Betz’s 309.

Jaden Ingle is a political newcomer taking on incumbents Shelly Betz and Ray Little for a four-year position on the Morgan City Council.
“I fully believe that it's time we have new ideas and new minds in our city government to help revive Morgan, and help it to grow to what it's fully capable of becoming,” said Ingle, 19. “I'm running for this position to try and help Morgan to grow, and to solve some issues the city is currently facing.”
Ingle would like to eliminate needless spending and keep utility costs at a reasonable range, which would in turn benefit business in the city “so that they can last for more than a year.”

Betz moved to Morgan City in August of 2006.  As part of her job, she regularly attended both planning commission and city council meetings.
“I found I really wanted to serve and thought I could bring some new perspective and additional energy to the council,” said Betz, 48.  So, she ran for a city council position and has been serving since January of 2010.

This week the Morgan City Council approved providing access to a $642,000 no-interest loan from the USDA to the developer of a new hotel in Morgan City.  The developer has already obtained nearly $5 million in funding on their own.  This was the final step needed in the agreement with the city and the developer to facilitate the building of the hotel.

A two-year tussle among Morgan County, Morgan City and the Morgan County School District over an interlocal recreation agreement may be grinding to a hault.  On Tuesday, the Morgan County Council approved an agreement that specifically spelled out liability responsibilities for the three parties.

On Wednesday, Aug. 18, Morgan hosted Glenn J Kimber for a community question-and-answer period to learn about a new school that will soon be moving to Morgan City.  In attendance were Morgan Mayor Jim Egbert, Councilwoman Shelly Betz, Councilman Ray Little, as well as residents interested in learning more about the history and curriculum of this private education center that will soon be offering what is being considered a God- and country-centered educational alternative to the parents of Morgan county and surrounding areas.

Friday the 13th might prove to be a lucky day for Morgan residents with a taste for salty or sweet snacks and meals.  Pretzelmaker is set to open doors to delightful smells and tasty treats at 10 a.m. at the newest location on State Street in Morgan City.   It is located in the north end of the former bus garage, where it has undergone a transformation into a tantalizing establishment.

As you made your way through Morgan City this week, one couldn’t help but notice all the red shirts around town.
Every year, the Washington Heights Church picks a community to serve.  The church has several mission programs overseas that members participate in, but members who couldn’t afford to travel across the globe wanted to affect change in their local communities. 
This desire to serve and “share God’s love” sparked the original “Serve Ogden” efforts.  Last year “Serve Ogden” became “Serve Bountiful,” and this year “Serve Morgan” was born.

MORGAN – Paul Raymond Stuart, age 100, passed away early Saturday morning June 15, 2013 at the Family Tree Assisted Living in Morgan, Utah. 
Funeral services will be held on Thursday, June 20, 2013 at 11:00 a.m. at the Rock Church in Morgan. A viewing will be held Wednesday from 6 to 8 p.m. at Walker Mortuary, 45 W. 200 N., Morgan and also at the church on Thursday at the church from 9:45 to 10:45 a.m.

Jim Bledsoe, a four-year county resident who plans to vote against the levy, acted as moderator.  The panelists included the following four residents, who are all planning to vote against the levy: Brent Anderson, local businessman; John Barber, who operated Barber Brothers Ford for 14 years; Kera Birkeland, small business owner; Joe McFarland, father of four children who have gone through Morgan schools.
Panelist Tina Cannon, a tax professional and mother of four, said she is undecided on how she will vote on June 25’s ballot.  Panelist Jennie Earl, a 10-year resident with a master’s degree in elementary education, did not want to comment on if she was pro- or anti-levy.

A group of 500 volunteers from the Washington Heights Church will flood Morgan for a week this summer in an effort to spruce up some local homes.  From June 24 to 28, the volunteers hope to paint, repair and spruce up the yards of many homes in Morgan City.  With the help of the Morgan City Council, they have already identified 12 homes and hope to add as many as 10 more.

While preparing the year in review piece for last week’s newspaper, I really was amazed at all the things that took place in Morgan County during 2012.  Sometimes I get stuck in the weekly rut of attending meetings, listening to recordings, writing stories and editing the newspaper.  The chance to look at every newspaper published by The Morgan County News in 2012 gave me the opportunity to step back and really get an over-all picture.

James Wilson Francis (Jim) quietly left this earthly life on Thursday, Dec. 27 surrounded by his loving family.  As one poet said, “As when a lordly cedar, green with bough, goes down with a great shout upon the hill, and leaves a lonesome place against the sky.”  So it will be with Jim. We will all sorely miss him. He was a loving husband, father and grandfather. He was born in Ogden, Utah on Christmas day, Dec. 25, 1949, to Homer Wilson Francis and Marie Rich Francis. He was raised and educated in Morgan and graduated from Morgan High School where he was involved in the sports programs, especially football.

Morgan City, County, and Chamber of Commerce have been working throughout the year to develop a new website.  It has taken cooperation from the three parties to get the website ready to launch.  All three could see the potential benefits this website could provide to Morgan businesses and its residents.   “This has been a good thing,” Shelly Betz, city councilwoman stated.  She encourages everyone to go to the website and see what is actually available in Morgan.

The second annual Livastride Home Run Derby and Summer Slam Tournament were hosted in Morgan last weekend.  This tournament has drawn a crowd of nearly 3,000 people to Morgan City since its inception.  There were 50 teams that competed in this year’s Summer Slam and Morgan’s own high school baseball team took second place in their division.

Darlene Newbold Little celebrated her 80th birthday with her family at a picnic in the Morgan City Park. The second of three girls, she was born July 1, 1932, to Henrietta and Orlon Newbold. She was raised in South Jordan and graduated from Jordan High School. Her favorite hobby as a child growing up was horses, where she could ride and perform standing up on her horse Babe. She was the Salt Lake County Rodeo Queen.

The Morgan City Council appointed their newest member Tuesday.
Among five residents who expressed interest in the seat left vacant after Lynn Mickelsen’s death, the council chose Michael L. Kendell to serve through 2014.   Julie Anderson, Stephen V. Gale, Holly Limb, and DeOrr Peterson were the other applicants.

Morgan City is short at least $814,000 in taxes owed to a special improvement district by Mount Joy, LLC, a local developer now involved in bankruptcy court proceedings.  Without payment, Morgan City officials may have to cut costs or reduce services to make a $103,000 bond payment June 1.  Developer Gray Jensen said things are in the works that could help the city make the payment.

Morgan City is set to begin construction next week on the splash pad at Riverside Park.  The city has been raising funds for more than a year and is continuing to do so.  Many of the splash pad features have been sponsored by local businesses and some of the construction work has been donated as well.  The city has had donations from groups of mothers and grandmothers as well as many residents from all over the county.  They city has also conducted fund-raising activities throughout the last year such as selling hot dogs at last year’s Independence Day Celebration.  The city has raised the funds necessary to begin construction, but is still requesting donations to provide funding for additional water features as well as benches.

 World War II Veterans from Morgan County were honored in a recent Eagle Scout project completed by Trevor Slate of Milton.  Slate raised money to place markers on the graves of Norris Andrew Nelson, Sgt. Henry Burton Nelson, P.F.C. Thomas Henry Giles, Sgt. Chester R. Olsen, Seaman 2nd Class Karl Crittenden, P.F.C. Frank Jay Lacey and First Lieut. Craig Hannum.  He found it interesting that small farming communities like Milton, Richville, Porterville, Morgan City, Peterson and Mountain Green all lost so many of their sons and daughters, creating hardship on families, neighbors and the entire community.  Many veterans returned wounded and shell-shocked carrying unimaginable, horrible images for the remainder of their lives.

A part-time employee of the Morgan School District was arrested on Tuesday afternoon, November 29.  Morgan City resident  Josie Foster, was arrested and charged with two counts of residential burglary for theft of prescription drugs. She was also charged with misdemeanor theft. County Attorney Jan Farris is currently looking at multiple cases relating to the arrest.

Tony London has served on the Morgan City council for fourteen years.  He grew up in Morgan County, in Croydon.  After he married, in 1979, he moved to Morgan City.  He has three children and two grandchildren.  He works at Holcim as the plant terminal manager.  His responsibility there is for shipping product to their customers.

In, looking back over the history of the Morgan County High School, one must regard its rapid development as most miraculous. In the fall of 1911, the high school began to take firm footing. The first year saw a sturdy bunch of twenty-two students and one instructor, Principal H. B, Fry, working hard against a thousand difficulties; yet never having the least idea of the great foundation they were laying. One room comprised the spacious apartments of the school in the present grade building.

Lynn Mickelson is running for Morgan City Council.  Mickelson has a long history of service in the city.  He was elected to the city council in 1988 and served for approximately twenty years.  Mickelson also worked in the Morgan City public works for four and a half years.

Jeff Wardell was appointed to the Morgan City Council on July 28, 2009 to fill the vacant seat left by the resignation of Dave Larsen after he moved to Mountain Green.  Wardell is a lifetime resident of Morgan.  He was born here and went to school here.  He married his high school sweetheart from Morgan and raised three daughters here.  He has deep roots in the community and a love for the City and County.  Wardell says, “It’s peaceful.  I love driving up to Morgan from the mouth of the canyon every evening … it’s beautiful.”

The first phase of the splash pad fund raising has finished successfully as the city raised the initial $30,000.  The total amount needed to be raised is $100,000.  The city is continuing to accept donations from all county residents.  While the splash pad will be located in Morgan City, it will be used by the entire county.  Please continue to support the splash pad.

DeOrr Peterson is running for the Morgan City Council.  He has served on the City council for a combined total of approximately thirteen years.  He served from 1982-1986, from 1990-1994, and from 2005 to present.  Peterson has enjoyed his time on the council.  His experience has given him good perspective on the community, the challenges, opportunities, and changes over time.  He said that the current council gets along well and can come to decisions with good discussion and opinions shared in a respectful environment.

Commercial Street came alive once again with color and spectators as the annual Cruisin’ Classic Car show populated it on Saturday. Morgan City sponsored the car show to raise funds for the new splash pad at the Riverside Park.

After a brief hiatus while the city finalized the new playground equipment and prepared for the summer events, the city is back on the trail towards a splash pad.  The city proposed a splash pad to residents last year after discussions with a number of residents in the county as well as visits to splash pads in other cities.  Morgan City is making this a community project and planning to primarily fund the construction of the splash pad with donated funds, material, and labor from local businesses and residents.  The city feels confident that they can raise the funds required.

The Morgan City Council unveiled its 2011 budget in council meeting on Tuesday and it contained plans to eliminate the city Justice Court.  The city has had preliminary discussions with the county for them to provide this function.

Morgan City has removed the old playground equipment at Riverside Park in preparation for new equipment to be installed.  The new equipment includes play areas designed for five to twelve year olds and a separate area designed for younger children.  The equipment also includes a kinetic area to help children become more fit.  The equipment above is what will be installed for the five to twelve.  The kinetic play area is to the left.  The city has asked that those using the park during construction stay off the equipment that is marked “Keep Off”  until the constriction is complete.

At the city council meeting on Tuesday night the Morgan City council acted to amend an ordinance passed in 2007 relating to the historic district in Morgan.  The historic district includes the business district section of Commercial Street as well as areas behind these businesses.

The leadership of the Utah Ride for Kids were present at the Morgan City Council meeting on Tuesday.  They presented a plaque and tee shirt to the city and the sheriff’s office as a token of their appreciation for the city and county’s continuing support of their annual fund raising event.
The Ride for Kids event occurs each August and is a motorcycle fund raiser ride that starts at This Is The Place Heritage Park, in Salt Lake, crosses over East Canyon and ends at Riverside Park in Morgan City.

For more than half a century the Morgan School district bus facility has been located on State Street between Larry’s Spring Chicken Inn and Steph’s Drive-in.  Before dawn each morning, you see the parking lot full of buses warming up and getting ready for a day of transporting students. There is a precession of buses leaving in every direction alerting citizens that school will soon be in session.

In the Morgan City council meeting on Tuesday the council passed an ordinance banning “synthetic cannabinoids.”  The substance has been given the street name of “spice”.  This follows similar bans by other cities like Ogden and Layton.  The Morgan ordinance is patterned after the Layton Ordinance.

Neil Carrigan was born and raised in Morgan. He graduated from Morgan High School and earned a degree from Brigham Young after which he became a math teacher. He taught for seven years at Rich High School, a small rural school in Randolph that had only fifty students. He then moved to Morgan where he taught math and coached a variety of sports for thirty-two years.

Ken Durrant is in his third term serving on the Morgan School Board and is loving the experience. “ I have enjoyed every minute of it “ says Durrant. He is a lifelong resident of Morgan. His father was mayor of Morgan City and he graduated from Morgan High School. Durrant and his wife, Kris, have four children, three of which still live in Morgan, and eleven grandchildren.

The Morgan County Fair is a 99 year old tradition of the community, and the nearly century old tradition grows and improves with each annual event.  
However, before Morgan had its own fair, the residents of the county joined with the residents of Davis, Weber and Box Elder Counties.  These counties, of the Intermountain Fair Association, met and displayed their exhibits in Ogden City.

The city has been exploring an upgrade and renovation to Riverside Park.  The city would like to replace the playground equipment, add sidewalks, and renovate the bathrooms.  The city is also exploring adding a splash pad.

 The Morgan High Class of 1943 met on Friday, July 15, 2005 at the Daughters of the Utah Pioneer building. They had a dinner, and talked of old times. Of the Class of 1943, there were 13 members of the class at the reunion.

    At the council meeting on Tuesday night, the Clark family presented to the council about a proposal brought to them from UDOT (the Utah Department of Transportation).  UDOT has been working with the Clarks and Morgan City to arrange to trade land in the city’s industrial park to build a new facility to house the State’s road maintenance vehicles and supplies.
