Local business owner arrested

Local business owner Melvin Lee Kellogg, 36, was arrested Monday for a failure to register violation as well as being in a protected area. Kellogg is the owner of LiquiFaction, a local business at 125 N. State Street. In the last year, the business with many windows fronting State Street has become a favorite among locals. We got involved because he runs a business here, Morgan County Detective Bill Wentland said.We started seriously taking a look at him. There were a lot of concerns because a lot of teenage kids hang around his business. Wentland said Kellogg updated his sex offender registry listing with the fact that he was a manager at LiquiFaction. However, he is the owner. In addition, law enforcement noticed his presence at a 4thof July celebration, which is considered a protected area that Kellogg was supposed to avoid. He is also supposed to avoid schools, playgrounds, etc. According to the Utah Sex Offender Registry, Kellogg was convicted in 1998 for sexual exploitation of a minor, a second degree felony. In late June, Kellogg was charged with stalking a minor in Summit County’s Third District Court. He has a court date set for Aug. 13 regarding the stalking charges. The sex offender registry lists three separate addresses for Kellogg, one in Park City, another in Coalville, and a third in Salt Lake. Kellogg and his attorney declined comment.
